Senior UK ministers have said that the recent capture of LTTE’s former political headquarters, Kilinochchi, by the security forces makes it “even more urgent” the need to find a political solution.

Extensive damage to the studio complex

SRI LANKA- A private radio and television station on the outskirts of Sri Lanka’s capital has been attacked by an armed gang that inflicted extensive damage to the studio complex and interrupted its broadcasts, a spokesman for the station said Tuesday.

A gang of 15 to 20 men stormed the Maharaja TV and Maharaja Broadcasting Corporation at Pannipitiya, 20 kilometres south-east of the Colombo, holding the staff at gunpoint and assaulting some of them before causing the damage early Tuesday, the spokesman said. ‘The attackers opened fire inside the building, lobbed grenades and went on the rampage, damaging office furniture, equipment and the mobile vehicle used for outdoor broadcasts in an attack that lasted 45 minutes,’ the spokesman said.TV and radio programmes have been interrupted at the station, but management said they were making temporary arrangements to resume broadcast services.

We, the representatives of journalists’ unions and associations across the Asia-Pacific region, meeting in Kuala Lumpur, appeal to President Mahinda Rajapaksa and the Government of Sri Lanka to protect the safety of journalists in Sri Lanka and uphold the rights of the media to report freely.

As Asia-Pacific affiliates and partners of the International Federation of Journalists (IFJ), jointly fighting for freedom of expression and the safety of journalists in all countries and communities of our region, we are alarmed by the Sri Lankan authorities’ overt ridicule for the principles of free expression and the rights of journalists as Sri Lanka descends toward all-out war.

Recent actions by authorities indicate an irresponsible and dangerous disregard for the rights of journalists and media institutions to report freely and without threat of violence. Cases in point include recent public statements by Sri Lanka’s Army Commander and Defence Secretary calling for media censorship, the judicial enforcement of criminal defamation and the prosecution of leading media institutions for “critical reportage”.

We condemn in the strongest terms the disrespect and outright physical aggression shown by members of the Government and senior public officials toward journalists, media institutions and the right to freedom of speech.

Professional media has a duty and a responsibility to critique the central issues in Sri Lanka’s war, to expose corruption and to unearth underlying interests of warring factions. However, journalists and media institutions in Sri Lanka are under extreme pressure to comply with the Government’s propaganda on conflict and peace if they want to avoid targeted hate speech and rabid public condemnation. Official censorship and self-censorship are fuelling a dangerous cycle of misinformation and conflict, and journalists are finding it increasingly difficult to act in the public interest.

We are extremely concerned for the safety of our colleagues in Sri Lanka. Journalists and their leaders are directly in the line of fire, whether they are reporting on events in conflict zones or bearing the brunt of the hostility of senior officials and others displeased with independent critical commentary.

We condemn the prevailing culture of impunity in Sri Lanka, which is exemplified by acts of physical and verbal abuse perpetrated by senior authorities targeting the media.

We advise the President and the Government that the failure to bring to account the perpetrators of physical and psychological violence against journalists and to rein in the anti-media activities of government members and other officials sends a message that the they have no respect for the rights and safety of journalists and for the range of all rights set out in the Universal Declaration of Human Rights.

The anti-media sentiment expressed by officials at various levels underscores a widespread failure to understand that free expression and a strong, independent and critical media are hallmarks of a successful – and peaceful – democracy.

We demand that the President and the Government desist immediately from implicitly or explicitly inciting violence against journalists and media institutions, by way of death threats, intimidation, physical harm and the use of language that incites hate and drives conflict. The Government must put an end to the culture of impunity, including acting against criminal gangs that target journalists.

While we urge the President and the Government to lead the way, we demand that other groups in Sri Lanka, including paramilitary groups and the Liberation Tigers of Tamil Eelam (LTTE), also desist from committing or inciting violence against journalists.

We strongly support our colleagues in the Federation of Media Employee’s Trade Unions (FMETU), the Free Media Movement (FMM), the Sri Lanka Working Journalists’ Association (SLWJA), the Sri Lanka Muslim Media Forum (SLMMF) and the Sri Lanka Tamil Journalists’ Alliance (SLTJA) in their demands that the Government urgently implement the following measures.

• Halt all threats, harassment, abductions and attacks against journalists, media workers and media institutions perpetrated by all parties to the conflict, in particular on, but not limited to, the Tamil-language media.

• Refrain from all interference in editorial independence, including the use of economic or legal sanctions, such as restrictions on newsprint, the indiscriminate use of search and seizure powers by the tax authorities or the freezing of assets, to interfere in the publication of a newspaper.

• Cease using informal means, such as direct calls to newsrooms and editorial offices, to influence media coverage and editorial lines.

• Desist from the dangerous and irresponsible practice of publicly vilifying journalists and media workers in a manner likely to endanger their lives and those of their families and invite the authorities, political parties and community leaders to demonstrate a clear and unambiguous rejection of the targeting of media by incitement and language likely to excite hostility.

• Amend or revoke all Sri Lankan legislation, regulations and powers, particularly the emergency regulations of August 2005, the Prevention of Terrorism and Specified Terrorist Activities Regulations of December 2006, the Official Secrets Act, Press Council Laws and broadcasting laws that fail to meet international standards on press freedom and freedom of expression.

Media watchdog says 65 journalists killed in 2007

MEDIA-New York - In its annual report, the Committee to Protect Journalists (CPJ) says at least 65 journalists were killed last year because of their work.

It is the second highest number of such deaths ever and an increase of nine on 2006. Only in 1994 were more reporters killed, but that year the numbers were especially high because of the genocide in Rwanda.

Half of those who died in 2007 were killed in Iraq; others died in Somalia, Pakistan and Sri Lanka. The CPJ is still investigating more than 20 journalists' deaths to see if these were work-related.

The report also says that China still has the largest number of journalists in prison, followed by Cuba.

The Sub Editor Muhammad Shahir was attacked unknown gangs in his home. Anyone couldn’t identified who was attacked to him. Senior editor of Tamil newspaper stabbed in Sri Lanka

The associate editor of a state-run Tamil language newspaper, The Thinakaran, was stabbed and injured in Sri Lanka's capital late Monday, police said.

T. Mohamed Suhaib was dragged from his home at Maligawatte in Colombo by five unidentified men and stabbed, causing serious injury. He was operated upon at the national hospital.

Police said the motive of the attack was not known immediately, but he had been threatened earlier by a supporter of a Muslim politician over a report published in his newspaper.

The attack came two days after a journalist attached to the state-run Rupavahini television was stabbed by two unidentified men and seriously injured in the outskirts of Colombo.

The journalist, Lal Kumara Mahawalage, had recently criticised a ruling party minister who then assaulted the television station's news director for failing to broadcast a speech made by the minister.

Afghan 'blasphemy' death sentence

An Afghan journalist has been sentenced to death by a provincial court for distributing "blasphemous" material.
Sayed Perwiz Kambakhsh, 23, was arrested in 2007 after downloading material from the internet relating to the role of women in Islamic societies.
A primary court in Balkh province said that Kambakhsh had confessed to blasphemy and had to be punished.
The court also threatened to arrest any reporters who protested against Kambakhsh's sentence.
Kambakhsh, a student at Balkh University and a journalist for Jahan-e Naw (New World), was arrested in October 2007 after material he downloaded was deemed to be offensive to Islam.
Shamsur Rahman, the head of the court, told Reuters news agency: "According to... the Islamic law, Sayed Perwiz is sentenced to death at the first court.
"However, he will go through three more courts to declare his last punishment," he said.
'Deeply shocked'
Balkh province's deputy attorney general, Hafizullah Khaliqyar, warned other journalists that they would be arrested if they attempted to support Kambakhsh.

The sentence has been welcomed by conservative Islamic clerics in Afghanistan but criticised by international human rights groups.
Global media watchdog Reporters Without Borders said it was "deeply shocked" by the trial and appealed to President Hamid Karzai to intervene "before it is too late".
In a statement, the group said the trial was "carried out in haste and without any concern for the law or for free expression, which is protected by the constitution".
"Kambakhsh did not do anything to justify his being detained or being given this sentence.''

Media: The latest book on newspapers Puvathpathe Kathandare (The story of newspaper) launched at the National Library and Documentation Services Board, Colombo in last year.

Chandana Wijekoon deals with the laws pertaining to Sri Lanka Puvathpath Mandalaya is a member of the Lak Janatha editorial, a Lake House Publication. He was the Associate Editor of the Dinamina prior to his posting to the Lak Janatha.

In his introductory note the author says that the book is the story of the newspaper and thus he invites a larger readership to dive into the past of the newspaper history of this country in a very special manner.

This book will help the reader to have a clear idea of what a newspaper is and also to make his own judgment in respect of the newspapers circulating in the country.

In his foreword to the book Dr. Tudor Weerasinghe, Dean of the Mass Communication, Faculty at the Sri Pali Campus of the Colombo University emphasises that today the media study has become vital and the attention is focused that on the internal norms, which govern public information.

Dr. Weerasinghe says that the author has made an effort to provide relevant information, data and also closely examine them give a detailed account of what he has selected best for consumption for the general reader, to the keen student in journalism and those entering research field.

According to him, the book also provides information, which had never been found in books dealing with the journalistic field, and commends his efforts lavishly.

There have been a number of books in Sinhala in the recent past dealing with Journalism and this was mostly due to Journalism becoming a subject in the university curriculum and also setting up of a few institution to give training to budding journalists.

But there is a lot to be written about it, as it is a subject that keeps growing with time and changes taking place in society.

Mohan Samaranayake in his write-up about Wijekoon says that the book is a very valuable addition where the theory and practice of journalism are concerned. It fills to some extent a noticeable vacuum that existed despite several books have been added to the literature in Journalism.

It deals mostly with the practical aspect of journalism.

The book running into five chapters helps the reader to assimilate the content well. The book has also been enriched with an appendix giving necessary clues and information to the keen scholar and reader to dive deep into the subject.-Daily News

The number of journalists killed has risen 244% in five years

At least 86 journalists were killed around the world in 2007. The figure has risen steadily since 2002 - from 25 to 86 (+ 244%) - and is the highest since 1994, when 103 journalists were killed, nearly half of them in the Rwanda genocide, about 20 in Algeria’s civil war and a dozen in the former Yugoslavia.

More than half those killed in 2007 died in Iraq.

Response of Reporters Without Borders

“No country has ever seen more journalists killed than Iraq, with at least 207 media workers dying there since the March 2003 US invasion - more than in the Vietnam War, the fighting in ex-Yugoslavia, the massacres in Algeria or the Rwanda genocide.

“The Iraqi and US authorities - themselves guilty of serious violence against journalists - must take firm steps to end these attacks. Iraqi journalists are deliberately targeted by armed groups and are not simply the victims of stray bullets. The Iraqi government cannot immediately stop the violence but it can send a strong signal to the killers by doing all it can to seek them out and punish them.

“Somalia and Pakistan saw more journalists killed than they have for several years. Somalia is still very much a country of outlaws where the strongest rule and the media are easy targets. Journalists in Pakistan are caught in the crossfire between the army, Islamist militants and criminal gangs. The only good news of the past year is that for the first time in 15 years no journalists were killed in Colombia because of their work.”

All 47 journalists killed in Iraq were, except for a Russian reporter, Iraqis who mostly worked for the local media and were deliberately targeted. The motive was often hard to pinpoint but was always linked to their work or the media outlet that employed them. Armed groups targeted journalists sympathising with their religious rivals and those working for organs connected with foreign media or funded by foreigners. The government displayed alarming inertia and has not yet found a way to stop the violence, except for allowing journalists to carry arms to defend themselves.

Eight journalists were killed in Somalia in a wave of attacks in one of the country’s deadliest years in a decade, when Islamist militants fought transitional government troops and their ally Ethiopia. Foreign media mostly avoid Somalia and local journalists are thus in the front line facing violence and anarchy.

Four of the eight killed in 2007 were murdered by hitmen and three of the four were major media figures, including the co-founder of Radio HornAfrik, a well-known commentator and the head of the Shabelle Media press group. Most independent media figures have since fled the country and journalists in Mogadishu fear the city will soon be known as “Little Baghdad.”

Six journalists were killed in Pakistan, where suicide attacks and heavy fighting between the army and Islamist militants partly accounted for 2007’s higher toll. Muhammad Arif, of TV station Ary One World, was among 133 people killed in the suicide attack on opposition leader Benazir Bhutto’s motorcade in Karachi in October. Another such attack aimed at a government minister in April killed 28 people, including young freelance photographer Mehboob Khan.

Noor Hakim, of the Urdu daily Pakistan and vice-president of the Tribal Union of Journalists (TUJ), was killed in June in the northwestern Bajaur Agency tribal area. Javed Khan, a cameraman with DM Digital TV, was killed while covering an attack in July on Islamabad’s Red Mosque by security forces.

Three journalists were killed in Sri Lanka, where fighting increased between security forces and Tamil Tiger rebels. Troops and paramilitary forces waged a dirty war on Tamil journalists, especially in Jaffna. The daily paper Uthayan was once again a special target in 2007, with a young journalist murdered and a sub-editor kidnapped. Two other journalists were killed in government-controlled areas.

Two journalists were killed in Eritrea, which is at the very bottom of the current Reporters Without Borders worldwide press freedom index. One was Fessehaye Yohannes (“Joshua"), one of the country’s leading intellectuals, who died in prison at the beginning of the year, probably because of very harsh prison conditions. A few months later, another journalist, Paulos Kidane, died of exhaustion a few kilometres from the Sudanese border while trying to flee the country. He had been imprisoned and tortured a year earlier.

Fewer media assistants (fixers, drivers, interpreters, technicians, security staff) were killed in 2007 (20) than in 2006 (32).

Unlike other organisations, Reporters Without Borders only counts media workers it is sure have been killed because of their work. Several deaths have not been included, either because they are still being investigated or because they were not connected with press freedom (such as accidents or other circumstances).

Two key trials in 2008

About 90% of murders of journalists go entirely or partly unpunished. Governments often play for time and count on fading public memory to protect the killers. Reporters Without Borders is fighting against such impunity year after year with constant campaigns focusing on old cases.

In 2007, the organisation condemned the authorities in Burkina Faso, nine years after the murder of journalist Norbert Zongo, for abandoning the investigation of his death while there was clear evidence involving members of the presidential guard. It also strongly condemned obstacles put in the way of the enquiry into the December 2004 murder in Gambia of journalist Deyda Hydara, its correspondent there, whose death has also been linked to the president.

Reporters Without Borders also called for the mandate of the future international tribunal for Lebanon to be expanded to cover all the killings in the country since 2004, including those of journalists Gebran Tueni and Samir Kassir, who were murdered in 2005.

Response of Reporters Without Borders

“The battle to punish those who kill journalists is vital and two key trials will be held in 2008 - of the suspected killers of Hrant Dink in Turkey and Anna Politkovskaya in Russia. The two murders, committed on the fringes of Europe, must be conducted in an exemplary manner and both the hitmen and those who ordered the crime must be severely punished. The outcome of these trials will partly affect the future of not just Turkish and Russian journalists but also all those who make sensitive investigations in dangerous countries.”

Hrant Dink, editor of the Turkish-Armenian magazine Agos, was killed on 19 January 2007 in the street in Istanbul. His killers were probably Turkish ultra-nationalists and the trial of the presumed hitmen which will resume on 11 February 2008 may identify all those responsible and expose their suspected links with the security forces.

The trial of those who murdered Russian journalist Anna Politkovskaya is also expected and the government must end the failure to punish the killers of a long list of journalists. Eighteen have been murdered since President Vladimir Putin was elected in 2000 and Politkovskaya was the most recent one. Only one of the 18 cases has been solved and those responsible put on trial..

At least two journalists arrested each day in 2007

135 journalists were in prison around the world on 1 January 2008 and the figure has hardly shrunk for several years. Those freed are immediately replaced by new journalist prisoners. At least 887 were arrested in 2007, mostly in Pakistan (195), Cuba (55) and Iran (54).

Response of Reporters Without Borders

“About 30 governments continue to imprison journalists they dislike and rulers who belong to a past era still see this as the only answer to media criticism. We call for the immediate release of the 135 journalists in prison around the world.

“Kidnappings of journalists also increased in 2007 and became very common in Iraq and Afghanistan, where several victims were executed by their captors. Governments must fight these crimes by trying those responsible.”

China (with 33 in jail) and Cuba (24) have been the world’s two biggest prisons for journalists over the past four years. Their governments free one every now and then, at the end of their sentences, but others replace them immediately.

Seven more journalists were arrested in Azerbaijan in 2007, to make a total of eight in prison, showing how far press freedom has been eroded there and how the regime has cracked down on the most critical journalists.

65 cyber-dissidents are also in prison for speaking out on the Internet, with China the main culprit (50 imprisoned). Eight are in jail in Vietnam, and in Egypt, young Internet user Kareem Amer was given a four-year prison sentence for criticising President Hosni Mubarak on his blog and criticising the hold of Islamists on the country’s universities.

Imprisonment is not the only way to gag a journalist and at least 67 media workers were kidnapped in 15 countries in 2007. The worst place to be was still Iraq, where 25 were seized. Ten were executed by their kidnappers. In Afghanistan, two assistants of Italian journalist Daniele Mastrogiacomo, who was kidnapped in March, were killed by their captors. Five journalists were kidnapped in Pakistan, some by security forces, but were later freed unharmed.

At least 14 journalists are still being held as hostages, all of them in Iraq.

More than 2,600 websites and blogs shut down

The governments of China, Burma and Syria are trying to turn the Internet into an Intranet - a network limited to traffic inside the country between people authorised to participate. At least 2,676 websites were shut down or suspended around the world in 2007, most of them discussion forums.

The fiercest censorship was in China before and during the 17th Communist Party congress when about 2,500 websites, blogs and forums were closed in the space of a few weeks. Syria also blocked access to more than 100 sites and online services at the end of 2007, including the social networking site Facebook, Hotmail and the telephone service Skype, all of them accused by the government of being infiltrated by the Israeli secret police.

During the October 2007 demonstrations by Buddhist monks in Burma, the country’s military rulers tried to block the flow of news being e-mailed out of the country by cutting off Internet access. Censorship ranged from anti-government sites to all means of communication, including film cameras, ordinary cameras and mobile phones.

You can see the fear in this little girls eyes, and that look of uncertainty as she experiences something unlike anything she's ever experienced in her life. War caught up to her in her young life. Yet I think her face conveys a certain sense of bravery as she is treated by medics at Patrol Base Murray, near Baghdad, following a mortar attack in the town of Arab Jabour. What I find interesting about this photo is that I have no sense that the photographer's presence was felt by anyone in the room when she took this shot.

According to the Press Emblem Campaign monitoring system (the PEC Ticking Clock), never before has so many journalists been killed in one year, the total up to date is 110 as compared with 96 in 2006 and 68 in 2005.
Therefore the 2007 year causality figure reflects a marked by a new deterioration for freedom of the press world wide. This year’s tally represents a 14 percent increase over the 2006 figure.
In total journalists have been killed in 27 countries led by those killed in Iraq, the most dangerous, for the fifth consecutive year, with 50 journalists killed this year against 48 last year and at least 250 since the war was launched in Iraq in March 2003. The situation in Iraq represents an unprecedented situation of collective slaughter and punishment of members of the media profession.
Somalia comes second to Iraq which witnesses a brutal deterioration in the security conditions for the profession, 8 journalists killed this year against one last year.
Sri Lanka ranks third, seven journalists killed this year against four last year due to the intensity of the civil war.
In addition, the continued deterioration is clear in Pakistan where 5 journalists were killed; both Afghanistan and the Philippines have seen four journalists killed in each country. Haiti, Columbia and Mexico flag at the Sixth, seventh and eighth positions with three killed in each country.
The tally continues: Nepal, the Democratic Republic of the Congo (DRC), Eritrea, and India and Guatemala: two journalists killed in each country. During 2006 Mexico was one of the most dangerous places for journalists with eight journalists killed.
This year’s PEC monitoring of the situation shows an improvement in the situation. One journalist was killed in each of the following countries: Honduras, Uzbekistan, Salvador, Burma/Myanmar, United States, Paraguay, Gaza, Zimbabwe, Russia, Peru, Brazil, Ghana and Turkey.
It is clear that the majority of journalists killed were killed in conflict zones: Iraq, Sri Lanka, Somalia and Afghanistan. 69 journalists of the total of 110 killed in 2007 were killed in those four dangerous conflict zones.
PEC Secretary-General Blaise Lempen noted that the increase in the number of victims among journalists is directly linked to the coverage of major conflict marked by grave human rights violations of major dimensions.
In other situations, journalists were targeted because of their political opinion, or because their coverage, the living example is that of Russian journalist Anna Politkovskaia killed last year in October 2006, and others like Hrant Dink killed January 19 this year in Istanbul, Turkey, Edward Chikombo killed one April 2007 in Zimbabwe, Francois Latour on 23 May, 2007 in Port-au Prince (Haiti), Serge Maheshe, of Radio Okapi, on 13 June, 2007 in Bukavu, the DRC, and the Japanese reporter Kenji Nagai, on 27 September 2007 in Rangoun during the peaceful demonstrations that were followed by a brutal crackdown.
In order to face this increasing deterioration in the security situation surrounding the media profession, the PEC has launched a global campaign on a draft international convention for the protection of journalists in conflict zones, civil unrest and other situations.
The PEC has sent out the draft convention to representatives of UN member states in Geneva. PEC President Hedayat Abdel Nabi stressed that this draft convention, a wide ranging exercise prepared by the PEC Board, could be the basis of improved national legislation and could expand to include other matters like wage, insurance and housing rights.
Those are issues, she added, that gravely affect the human security of freelance journalists and are real issues in developing countries. “When ratified, the draft Convention, shall stand as a tribute to all journalists and media workers under attack, who are directly or indirectly targeted, and are part of the news for sometime then forgotten,” added Abdel Nabi.
The PEC President noted that this draft when adopted will be a token gift for those journalists who have risked their lives, their families and their sacred profession to uncover the truth, to ensure that victims are reached, and to guarantee freedom of opinion and expression.

The most dangerous war in the history of journalismThree times more journalists have been killed in Iraq than in both world wars – many deliberately targeted by militias. Kim Sengupta reports on a forgotten death toll that is still risingPublished: 19 November 2007There were a number of "landmarks" in Iraq in the past few months: the Petraeus report into the US army's "surge"; the withdrawal of British forces from their last base inside Basra city; the decision to bring security companies under the law following the incident involving guards from Blackwater.But one landmark which passed virtually unnoticed was that the Iraq conflict has become the deadliest by far for the media trying to cover it, with more than 200 journalists killed to date. To put this in perspective, two were killed in the First World War, 68 in the Second, 77 in Vietnam and 36 in the Balkans. And the toll in Iraq shows no sign of declining. It is, if anything, rising. Five journalists were killed in separate attacks in just one day last month. "Covering Iraq," says Chris Cramer, the president of CNN International, " is the single most dangerous assignment in the history of journalism."Some famous journalists have lost their lives reporting conflicts – Robert Capa in the first Indochina war; Ernie Pyle on the island of Okinawa in the Second World War; Larry Burrows in Vietnam. But what makes Iraq more dangerous than the others is that the deaths are not accidental collateral damage from stray shells or from reporters being caught up in the fighting. Instead, many have been specifically targeted because of what they had reported or because they came from the wrong side of the sectarian divide. They are killed in drive-by shootings or abducted and executed, often after being tortured. There are little or no investigations into the attacks, creating impunity for the killers from the Shia or Sunni militant groups or government run death squads. The deaths have not come just from those quarters, about 15 reporters have been killed by US troops, six from Reuters alone.There is a feeling among Iraqi journalists that the reason their plight receives so little attention is because the majority of those affected are not members of the Western media. On the occasions when the victims were, in fact, foreigners, the scope of coverage was glaringly different.It would be unfair to suggest that the few foreign journalists left working in Iraq have anything less than great empathy for the Iraqi journalists working with them. Photographs of those who have fallen in the conflict are displayed on walls of the bureaux of The New York Times, The Washington Post, Reuters and other news organisations. Their families receive generous financial settlements and have, at times, been helped with resettlement abroad. It is undoubtedly the case that the media organisations have behaved towards their staff much more honourably than, for instance, the British Government has towards the translators employed by the military in Basra.There is always the question of whether some of these journalists may have remained alive had they not been involved with the foreign media. It is something that is difficult to judge in a society experiencing extreme violence. John F Burns, until recently the Baghdad bureau chief of The New York Times, wrote, after the death of Khalid W Hassan, an Iraqi of Palestinian extraction, that "the murderous turmoil in Baghdad has reached a point where many families never know the killers of their loved ones, or their motives. Sunni insurgents? Shia militias? Killers who mimic one or the other while pursuing more private motives of greed, spite or revenge? Or, in Mr Hassan's case, the nature of his employment, which placed him doubly at risk: as an Iraqi journalist, and as an Iraqi working for Americans?"Nour al-Khal, a very brave female journalist I worked with in Basra, was abducted by armed men in Iraqi police uniforms. She was with an American reporter, Steven Vincent. Both were shot. Vincent was killed and al-Khal dumped by the roadside, left for dead. Vincent had been writing about how the police in Basra, who were heavily infiltrated by Shia militias, had been acting like gangsters, and that may have sealed their fate. What happened showed that the gunmen feared no repercussions from kidnapping and killing an American, let alone an Iraqi, in the middle of Iraq's second city, then supposedly under British control.Similarly, when our hotel in Baghdad, the Hamra, got blown up by suicide bombers, there were claims that the attack had been ordered by a senior member of the government who had got fed up with foreign journalists writing about the death squads he ran. "He tried to blow us up just because he didn't like some stories we are writing," a colleague said in wonder. "Even Alastair Campbell at his worst wouldn't have done that."Last Wednesday evening at London's Frontline Club, this year's Kurt Schork award, in the memory of the journalist killed while covering events in Sierra Leone, was given posthumously to an Iraqi reporter. Sahar Hussein al-Haideri, 44, was gunned down in Mosul, in the north of the country, five months ago. Her killers are thought to be from the Islamist group, Ansar al-Sunna.In such a place where life remains so cheap and death is meted out brutally and casually, the media will remain exposed to danger and it is the Iraqi journalists who will continue to pay the ultimate price."We should not be in this position, we are not parties in this conflict, we are just trying to tell the people what is happening", says Hakim Ibrahim, a journalist in Baghdad. "But I have told my wife to be prepared for the worst. Anything can happen. This is Iraq."

ගල්ෆ් රටවල සේවයේ නියැලෙන ශ්‍රී ලංකීක ගෘහ සේවිකාවන් විවිධ අතවරයන්ට ලක් වන බව හියුමන් රයිට් වොච් සංවිධානය මෑතක හෙළි කළ වාර්තාවක පෙන්වා දුන්නා. ඇමරිකාව ප්‍රධාන මානව හිමිකම් පිළිබඳ සංවිධාන ප්‍රකාශ කරන්නේ එක්සත් අරාබි එමිරේටය සවුදි ආරාබිය, ක්වේට් හා ලේබනන් රටවල මේ තත්ත්වය බහුලව දකින්නට පුළුවන් බවයි.

“සංස්කෘතිය යන සංකල්පය සමාජය සඳහා පමණක් නොව ඒ තුළ වෙසෙන පුද්ගලයන් සඳහා ද විචල්‍යය හා විශේෂිත වශයෙන් සැලැකීමේ අවශ්‍යතාව රියානේ එයිස්ලර් (1999) ඒත්තු යන ආකාරයෙන් තර්ක කරන්නේ මෑත සහශ්‍රකයේ සාමාන්‍යකරණය වු සෑම ප්‍රධාන සංස්කෘතික ධාරාවක් හරහාම දිවෙන හුයවන්නේ ආධිපත්‍යයේ කේන්ද්‍රීය අගයයි.

ආධිපත්‍යයයේ ඉලක්කය වන්නේ බල අසම මිතියයි. එය ඊට යටත්ව පවතී. එය නියෝජනය කරන්නේ වැඩිම ජනයා වැඩිම සංස්කෘතීන් තුළ වඩාත් කැමැත්තෙන් බලය යන වචනය සඳහා හවුල් කරගන්නා සම්බන්ධතාවය.

අදහස් ක්‍රියාකාරකම් ව්‍යුහය සහ ජනතාව එකිනෙකාට සාපේක්‍ෂව වෙනස්වන සෑම අවස්ථාවකදීම ගැටුම අත්දැකීමට ඉඩ තිබේ. වෙනස්වීම නොවැලැක්විය හැකි දෙයක් පමණක් නොව බොහෝ විට යෝග්‍යය ද වන හෙයින් ගැටුමද නොවැලැක්විය හැකිය.

මෙවන් අවස්ථාවකදී තොරතුරු තේරුම් ගැනීම ජනමාධ්‍යය කළ යුත්තේ එහිදී සිදුවන තොරතුරු අසමබරතාව හේතුවෙන් ඇතිවන ගැටුම සංකීර්ණ තත්ත්වයක් ගන්නා නිසාය. හේතුව තොරතුරු සහ ජනමාධ්‍ය බලය අතර සිරවන ජනතාව එහි පීඩනයට හසුවීමයි. පසුගියදා තිස්සමහාරාම රන්මිනිතැන්න සිද්ධියේ දී ඒබීසී මාධ්‍යය ජාලය විකාශය කළ ප්‍රවෘත්තියේ ප්‍රතිඵලය එම නාළිකාව තහනම් වීමයි. මෙහි පිටුපස ඇති කරුණ නම් තොරතුරු සංස්කෘතිය හඳූනා නොගැනීමේ දුර්වලතාවයයි. නිසි ලෙස තොරතුරු හසුකරගත්තේ නම් එම ජනමාධ්‍ය වෙත පොදු ජන මතය ධනාත්මක ලෙස පෙළගැසෙන්නට ඉඩ තිබුණි.

වැරදි අර්ථ දක්වා ගැනීම් හා නිරවද්‍ය නොවන ප්‍රවෘත්ති මාධ්‍ය මඟින් හෙළිකිරීම හේතුවෙන් බහු සංස්කෘතික සමාජයන් ව්‍යාකූල වීමට ඉඩ තිබේ. විශේෂයෙන් ශ්‍රී ලංකාව වැනි රටකට මෙය බලපාන අතර එය ජනමාධ්‍ය අවබෝධ කරගත යුතුය.

රටක ගැටුම්කාරී තත්ත්වයකදී එය වළක්වාලීමට දරන උත්සාහයට ජනමාධ්‍යය මඟින් සහයෝගය ලබාදිය යුතුය. රන්මිණිතැන්න සිද්ධියේ දී සත්‍යය හා මිථ්‍යාව අතර බෙදීම හඳූනා නොගැනීම හේතුවෙන් මාධ්‍යය වල්මත් වීමක් වූ බව පෙනෙන්නට තිබේ. රජය විසින්ද මාධ්‍යය පසුපස හඹා නොගොස් ඉවසිලිමත්ව කටයුතු කිරීමට ඉඩ තිබුණි.

සාවද්‍යය පුවත් ජනතාගත කිරීම මඟින් සිදුවන්නේ ත්‍රස්තවාදය දලු ලියැලීමයි. තිස්ස රන්මිණිතැන්න සිද්ධියේ දී රජය හා ජනමාධ්‍යය අතර ඒකාබද්ධතාවය ගිළිහීම ත්‍රස්තවාදය ක්‍රියාත්මක වීමට ඇති අවධානම අතට ගැනීමකි.

මාධ්‍ය වගකීම හා රජයේ මඟපෙන්වීම

ගැටුම් වැළැක්වීමේ දී හා නිරාකරණය කිරීමේදී සහ සමාජය ආරක්‍ෂා කිරීමේදී මාධ්‍යයේ කාර්ය භාරය අපට ඉතා හොඳින් තක්සේරු කළ හැක්කේ අප එම කාර්ය භාරය අවශ්‍යයෙන්ම සමස්ත සමාජ තත්ත්වයේ සංරචකයන් සහ ප්‍රකාශනයක් සේ දැකීම මතය. මාධ්‍ය මත බලපාන වැදගත් බලපෑම් විස්තර කරනු ලබන ඕනෑම ව්‍යුහයක් ඒ හේතුකොට ගෙන මූලික විෂය පථ හතරක් හුවා දැක්විය යුතුවේ. දේශපාලන සංදර්භය, ආර්ථික තත්වයන්, මාධ්‍ය කලාවේ ගුණාත්මක භාවය මහජන ආකල්ප.

මෙහිදී ගැටුම් සාමකාමී මාර්ගයෙන් නිරාකරණය කරගැනීමට දේශපාලන ප්‍රභූ පැළැන්තියේ පාර්ශවයේ පැහැදිලි කැපවීමක් නීතියේ ආධිපත්‍යයට ගරු කිරීමට ඇති කැමැත්ත ආර්ථික ස්ථාවර භාවය පාඨක ශ්‍රාවක සහ ප්‍රේක්‍ෂක යන ඉලක්ක ගත පාර්ශවය සම්බන්ධයෙන් වූ උසස් මට්ටමේ අධ්‍යාපනයක් යන ප්‍රජාතන්ත්‍රවාදී දැනුවත් කමත්ය.

මෙකී අරමුණු ළඟාකර ගැනීමට නම් ජනමාධ්‍යයේ වගකීමක් රජයේ කැපවීමත් එක සේ සමපාත විය යුතුය. රන්මිණිතැන්නේ දී ගිලී යන්නේ සැමට කලින් ජනමාධ්‍යයේ සමබරතාවයයි. එහි ප්‍රතිවිපාක රටක් ජාත්‍යන්තර වශයෙන් හුදෙකලා කිරීමට ඉඩතිබේ. වාසනාවකට රජය එම තත්ත්වය පාලනය කර තිබේ. කෙසේ වෙතත් ඉතිරිවන ප්‍රශ්නය නම් ජනමාධ්‍යයේ වගකීමත් රජයේ වගකීමත් තුළ ඇති සීමා හඳූනා නොගැනීමේ ප්‍රමාදයයි. මේ තුළ ජනමාධ්‍යයට නිදහසක් හෝ රටේ ජනතාවට සැනසිලිදායක දිවි පෙවෙතක් බුක්තිවිදිය හැකිද ? ජනමාධ්‍යය කාර්ය භාරයේ සංකීර්ණත්වය තේරුම් ගත හැක්කේ මෙතැනදීය. වරක් නිව්යෝර්ක් ටයිම්ස් පුවත්පතේ යුද පුවත් වාර්තාකරුවකු වන ක්‍රිස් හෙජස් පැවසුවේ යුද්ධයෙහි සත්‍යය තොරතුරු ඉදිරිපත් වන්නේ ප්‍රමාද වී බවය.
